Mortgage Origination Program

UC San Diego Eligibility Requirements

  • MOP is available One Time (per Household) for the First Home in San Diego County providing funds are available
  • A 100% Academic Senate Appointment is Required and should be stated in the appointment letter
  • Lending residency requirements are different than employment requirements so faculty with a visa should contact the home loan coordinator
  • Faculty borrowers must apply for a MOP Loan Pre-Approval to obtain a loan and this pre-approval takes 5-7 business days
  • Loan pre-approval is required before entering into a contract
  • Faculty who have received their final an approved appointment may be able start a MOP application and buy a home prior to their start under certain conditions

  • General Campus and SIO Academic Senate Faculty
    • Eligible Titles 
      • Professor series - Ladder-rank Faculty (*Assistant, Associate, Full)
      • Teaching Professors (Lecturer or Senior Lecturer series: LPSOE, LSOE and SRLSOE)
      • Acting Assistant and Acting Associate Professors
        • Please note Professor In Residence is not a SIO or general campus eligible title for MOP
    • Time Period
      • Two Years from the arrival on campus (this term is effective July 1, 2019 for all eligible titles/appointments)
      • Eligible faculty with an appointment starting 7/01/2019 can use MOP until 9/30/2021 
        • Assistant Professors upon reaching tenure and Assistant Teaching Professors upon obtaining security of employment, are granted one additional year to use MOP to purchase their First Home in San Diego county; if they have not used MOP, they meet all MOP criteria and providing funds are available
        • The second opportunity to use MOP will be stated in the tenure letter or the letter obtaining the LSOE title. This second MOP option is not stated in the Letter of Intent (since it is predicated upon available funds)
    • Allocation Amount
      • $1 Million (providing the borrower qualifies for this amount and meets all program criteria)

 

  • Health Sciences Academic Senate Faculty - please contact Andrew Duhoux
    • Eligible Titles (Please note participation is by invitation only and must be approved by the Deans’ Office)
      • Professor series - Ladder-rank Faculty (Assistant, Associate, Full)
      • Professor In-Residence series (Assistant, Associate, Full)

    • Time Period
      • One year and allocated on a case-by-case basis from the appointment start date and providing funds are available (a one-time exception might be granted)
      • Eligible faculty with an appointment starting 7/01/2019 can use MOP until 6/30/2020

      • Each MOP allocation is determined by the Dean’s Office and stated in the offer letter

  • Senior Management Group (SMG) - Requires Chancellor and UC Office of the President Approval

 

Letter of Intent/Proposal Letter Template Language for MOP (draft)

You will be nominated to participate in the University’s Mortgage Origination Program (MOP). This program provides first deed of trust loans with a one-year adjustable rate based upon an internal University index. The maximum loan allocation may be up to $1,000,000 subject to qualifying for such a loan and meeting all campus and program criteria. Please refer to campus MOP website: https://evcra.ucsd.edu/housing/index.html#Mortgage-Origination-Program-(M.

You will be eligible to participate in the program for two years after your arrival on campus, as long as there are funds available. MOP is available one time for the purchase of your first home in San Diego County. The MOP property must be the principal place of residence for the term of the loan and requires continued employment at UC San Diego. MOP Loans may only be issued after you have received and accepted a formal appointment letter from the Executive Vice Chancellor for Academic Affairs. A Loan Pre-Approval Application is required to obtain pre-approval status and this is required before entering into a contract. The pre-approval process takes 5-7 business days.

Central Funded - Supplemental Housing Loan Program (CF-SHLP)

  • This is a fairly new program with a limited allocation
  • Intended to provide small short-term loans for down payment assistance 
  • The loan terms can be 5, 10, or up to a maximum of fifteen years
  • This loan is a fixed interest rate

Faculty Recruitment Allowance Program (FRAP)

  • UC San Diego Eligibility Requirements
    • Same as MOP for General Campus Professorial series
      • The Dean must approve FRAPs for the Teaching Professor series. If they approve, FRAP will be added to the Startup letter. 
    • Health Sciences Faculty participation is by invitation only - please contact Andrew Duhoax.
  • $73,600 campus limit (effective 7/1/19)
  • It is important that Departments convey withholdings and taxes information to faculty.
  • Faculty can additionally contact Paul Rodriguez in the campus Payroll Office with specific withholdings and taxes questions.
  • With your Dean's approval, Departments may allow faculty to receive up to the current FRA amount if it increased since they received their offer and they have funds to cover the amount.
  • Eligibility Period
    • According to the governing policy, APM 190, faculty recruitment allowances are to be disbursed within the first two (2) years of the appointment start date
      • Faculty Start Date of July 1st: FRA eligibility period expires June 30th
      • Faculty Start Date of January 1st: FRA eligibility ends December 31st
  • How to process the FRA payment
      • Please check with your Dean's Office for specific procedures that they require.
      • Please contact Mary Baran for PPS questions and future UC Path questions.
  • Departments need to contact their Dean’s offices if they are unsure if a repayment agreement is required
    • If an agreement is required, it must be signed by the Divisional Dean as well as the faculty member
    • If an agreement is required, the agreement must be included with the Dean's Resource letter provided to the faculty member upon offer of employment
  • Payments made prior to the hire date will not be possible with UC Path.

Please note: FRAP Process Changes - Excerpt - Academic Personnel Message sent March 26, 2020

Deans Offices will now authorize Faculty Recruitment Allowance Payments (FRAP).  There is no backup needed as long as the faculty member states they will use the funds for housing costs, child care or education/tuition expenses.  The authority to approve offering a FRAP hasn't changed, just the payment process.  Departments and or deans will be informing their faculty of these FRAP changes.

FRAPs will NOT be paid prior to the hire date under any circumstances.  While we had some flexibility with PPS, there is no ability to issue FRAPs prior to the hire date in UCPath.  This is a system limitation and there are no workarounds. Make sure you advise your incoming faculty appropriately.

Also, it is important to remember that processing a Hire in UCPath requires more time due to approval routing to the UCPC.  In addition, requesting an off-cycle check for a FRAP will add a few more days to the process.  Off-cycle requests, which must be specifically requested, for FRAP have only been authorized by UCPC in circumstances where a (faculty member) needs the funds immediately for housing.  Other FRAP payments will be issued on the employee’s next regular check according to pay processing schedules.

Please notify the APActions listserve when new faculty accept their offer, as this will initiate adding their name to the faculty priority wait list.

  • New Academic Senate faculty must complete the online housing application within 30 days of accepting their offer to obtain priority wait list status

Exceptions

  • Campus Level Exceptions requiring EVC Approval in additional to Chair and Dean approvals
    • FRA time limit extensions - please submit requests one-month before the initial eligibility period ends
  • Campus Level Exceptions requiring Chancellor's Approval and the EVC's Endorsement
    • FRA amount exceptions - above $73,600 and up to $100,000 

Exception Procedures

  • The FRA amount exception requires written justification via email from the Dean addressed to the EVC - Academic Affairs and must be routed through Karen Stecher to the Chancellor
  • FRA time exceptions: Departments can email a request to the EVC - Academic Affairs via their Dean's Office, the Dean's Office can endorse and forward FRA requests via email to Karen Stecher.

FAQs

  • Eligible Faculty who have accepted their official offer may begin the MOP pre-approval application process (under the terms below).
    • MOP loans can be approved up to 180 days (about 6 months) before the official start date if they meet all program criteria, have accepted a formal appointment, and meet UC Lending Residency Requirements
      • Special note for borrowers that have a Visa: The Visa must be sponsored by UC San Diego and in most cases it will start when employment starts (buying before the start date may not be available in most cases)
      • Special FRA note: when the campus moves to UCPath, early FRA payments before the appointment start date will not be permitted. This change may likely impact new faculty once UC Path is implemented on campus.
    • Eligible Faculty may have only one MOP loan at a time
    • MOP requires faculty to live in the home as their principle place of residence. The property should not be used for rental income.
    • Eligible Faculty who own a home outside of San Diego County can participate in MOP if they meet UC and campus MOP program criteria
    • Eligible Faculty with a new appointment at UC San Diego that used MOP at another UC may participate in MOP if they meet MOP program criteria and do not currently have a MOP loan from the other UC
      • If a faculty member has a MOP from another UC campus, they may need to refinance or sell the home before using a MOP here
  • Faculty who are on leave should contact the Home Loan Coordinator with specific questions.
